The good news is that there’s no single correct path. Both qualifications have value, and you don’t have to complete Level 3 before you can study Level 5. Let’s look at what each level offers and how to decide which is right for your situation.

Understanding CIPD Level 3

The CIPD Level 3 Foundation Certificate in People Practice is designed as an entry point to the HR profession. It provides a comprehensive introduction to HR fundamentals and is ideal for those building their career from the ground up.

Level 3 covers the core knowledge and behaviours needed for entry-level HR roles. Topics include the business context of HR, the employee lifecycle, essential employment law, workplace culture, and the fundamentals of people practice. The curriculum is built around the CIPD Profession Map, ensuring it reflects employers’ actual needs.

Most learners complete Level 3 in 9 months, depending on how much time they can dedicate to studying alongside work. You’ll need to attend interactive online workshops and complete assignments, so it’s important to factor this into your schedule.

Understanding CIPD Level 5

The CIPD Level 5 Associate Diploma in People Management is an intermediate qualification designed for HR professionals ready to develop strategic and management capabilities.

Level 5 goes deeper into people management, covering employment relationship management, talent management and workforce planning, reward for performance and contribution, and employment law in greater detail. You’ll study three core units, three specialist units, and choose one optional unit based on your interests and development needs.

Most learners complete Level 5 in 9 to 12 months. The workload is more substantial than Level 3, with seven units to complete compared to four. You’ll attend interactive workshops throughout the programme and need to allow time for these alongside your assignment work.

You don't have to start at Level 3

One of the most important things to understand is that you don’t need to complete Level 3 before studying Level 5. If your experience and existing knowledge make Level 5 appropriate, you can enter directly at that level.

This differs from some qualification frameworks, where progression is strictly sequential. CIPD qualifications are designed to be accessible at the level that matches your current capabilities, not to force everyone through the same path.

That said, if you’re unsure about your readiness for Level 5, starting at Level 3 isn’t a step backwards. It builds solid foundations that will make Level 5 easier when you get there, and it’s a qualification in its own right that employers value.

What both levels have in common

Regardless of which level you choose, you’ll benefit from several features that make CIPD qualifications practical for working professionals.

Both levels are assessed through work-based assignments rather than exams. This means you’re applying what you learn directly to your role, building practical skills alongside theoretical knowledge.
